The historical text for the Navajo discusses the fact that they were a "predatory tribe" that "constantly raided" their neighbors and even the Spaniards. Yet, unlike the central American countries, they are given Offensive 0.
This should instead be Offensive 10, like the Aztecs and other nations. The Navaho should not be building tons of forts, and the increase in morale is hardly going to make them a threat to the Spaniards (the only nation likely to encounter them).

While the Aztecs and Maya are 10, all the North American indian tribes are currently 0. I wouldn't want to change just one without consideration of the others as this will unbalance what happens there before Europeans arrive in strength.

Seems to me they should pretty much all be 5, except maybe the Navaho should be about 8 or so, but I'm happy to take comments on this.

I would actually support the present setting for the Navajo, and maybe put the rest of the NAs at five. The natives in that area were tough to keep under domination, and I think giving them the chance to have some decent forts, even if only by event, represents in game terms, combined with the low tax values and difficult terrain, the best way to make them more difficult to subdue, despite the contradictory image given of massive fortifications being used to represent hit and run tactics. JMHO

Andrew, I don't htin you have to worry about a chane to the Navaho unbalancing what goes on between the NA natives before the Europeans arrive. They are unlikely to have any interaction with the other NA tribes.

It's not about how offensive the nation was, but how much they focused on fortifications and sieging strongpoints, instead of trying to seek battle in order to win a war. Venice and Portugal are defensive in game terms, yet their foregin policy was expansionistic. A good thing about making Navaho offensive is that they will not get any free forts from random events as well.

But from a purely theoretic viewpoint you can't really justify them being offensive either - while they may not have focussed on holding and taking strongpoint, neither did they seek to defeat their enemies through pitched battle.

I think putting them near the middle makes sense - certainly it's better to reduce the number of forts they get.

I don't think that the Navajo were put down in the timespan of the game, thus I want to see them get free "forts". Not that they are actual European - style forts, but this should help them have some chance of survival. I don't think that the siege bonus is terribly relevent, as they are unlikely to be attacking any provinces that are actually fortified. I don't think any DP setting will really help them in a pitched battle, so making the Spanish or whoever wither away by attrition is their best hope.
