We need a type of Pact between NAP and Allied - Defensive Alliance.

A DA will (may) answer your call to war, but only if you are the defender in that war. A network of DAs would be very stable as no one could mount an attack without running into a defensive alliance, at the same time entering into a DA would be safer than becoming a full Ally and getting sucked into your ally's aggressive wars of expansion.

In practice the same decision set would appear as it does now but with one extra option - upgrade NAP to DA, upgrade NAP to full Alliance or stick with existing NAP. Even if a character does choose not to go full Ally, ther should be the option to upgrade later, with AI acceptance depending upon their own strength vs likely opponents, opinion of DA partner etc.

there is no downside to be sucked into your ally's aggressive war, allies lose nothing if the war goes badly, you can even just not show up to their wars so I do not understand why someone would ever want a defensive pact

While I probably wouldn't use it often myself, being at war does block a lot of decisions.
