I've been following this for a few day and read it in about 3. congratulations on a very good AAR
My vote is Adenauer. Germany has been almost constantly at war for the last 15 years and a little peace and reform would be very useful. Also Adenauer seems to be more capable in dealing with the new minorities in the Empire.
An added benefit could be better relations with NAPTO.

I'm for Adenauer. Since no one else voted for him. And you can always use a good economist.

If you want a good ex-general then Lettow von Vorbeck, otherwise Konrad Adenauer just because he was historic.
I'd vote Audenaür unless the Reich is taking up Germanization efforts in the Ostlands.
I have Germanization in the Ostlands events if you want to use them, but I sincerely hope you don't and opt for releasing a democratic Russia (and maybe democratic Siberia also) instead.

@ nomonhan: I made an update ages ago about the fate of the empire in the east. Draw a roughly straight lone north from where 1930 Polish eastrn border is up to about St Petersburg and everything to the west goes to the Reich proper and everyone living there gets the vote. Everything to the east gets home rule with certain conditions and is split up into various groups. In the event where I captre anything east of the Urals I would release it mainyy because of TC which is already in a terrible state.
