In my opinion, when you're attacked, you should be able to select a valid casus belli against the attacker. If you haven't got one, you'll just have the standard monetary reparations.

This would make it so that you can face worse consequences if you lose, and you'll be rewarded for winning a defensive war.

I agree, things like invasion CB could just be a reversible cb per se, make it so whomever wins keeps all occupied territory either way, could do something similar with the holy war cb.

The details are important to have this properly balanced, but I agree on the general principles.
