Defective convoy or defective capital?

I have a convoy from Kiel to reykjavik(Iceland). I have pumped the number of transports in the convoy to over 100. The convoy was established in December with oil and supplies selected to transport. In March my units are being killed by lack of supply. I have over 48000 supplies nationally. When I check the convoy it shows 0/0 for supply availability. The other thing to know is that the USA nuked Berlin. Is my convoy failing because my capital is dead? Is there something I can do to fix this?

Thanks, but no. All of my other convoys established prior to this work but any new convoys don't. Is there a way to move my capital?

Infrastructure 34 in vanilla HOI, so that's not it.

Disband the old convoy and build a new big one (carry as much supply as you can reasonably afford). Often convoys will run one or two times and then quit. So instead of just letting them sit there I dump large amounts of supplies in one big convoy.
