I thought so too, until I actually saw Malta defect to the Knights yesterday in a game using the Feb 1st beta. It was not through the event. Maybe it was fixed. :)

IMO defections across water should be made possible, core or not core. Primarily to same cultured countries, secondarily to countries with the same religion as the rebelling province, if there are no adjacent countries to defect to.

Once again, I'm 98% sure that malta can defect to the knights because it is listed in the knights 'minimum' row in revolt.txt, since only Malta can defect.

Otherwise, the conseunsus seems to be that other defections are random, only requiring a common border, with religion, culture, cores, number of neighboring provinces (above 1) not having any bearing upon the decision.

I'll also mention that it looks like the country that a province will defect to is predetermined since reloads don't change it. (Makes sense, since reloads don't affect success of missionaries either -- well, not any more).

I had a game where i was playing as Scotland and I had taken Flanders from Burgundy in a war - and England later went to war with France and retook Calais, Picardie, Caux, and Normandie from them.

Those provinces promptly revolted away from England.
Caux, Picardie, and Normandie all returned to their King in France - but Calais defected to me in Scotland.

Was quite surprised - but pleased nonetheless.

I think Defections are calculated by EVERYTHING>

I think it all has a factor - same culture, religion, cores etc.

i think it's either very random, or a result of some very weird calculation where the wrong things are taken into account.
of course, i have to say provinces often defect logically, i.e. to a country that would normally control it. but yesterday i saw this...
england has all provinces around Artois, except For Ile de France, which is owned by France. Artois was prperty of Burgundy and when it defected it went to england. they had already lost french culture and didnt have cores on Artois. given the fact that France has both French culture and a core on the provinces i must think it happened because Artois borders 1 French province and much more english ones (3-5)
