How about some screens if available? Or some info on what you have researched and build. (Although since it took less then a year maybe you only produced very little) But I'd like to see how the map of europe looks now.
The manpower is used for reinforcement since Romania has no significant manpower. I didn't build a single unit. I started research of infantry and rear area supply. You can get the blueprints from Poland.
Max out your reinforcements slider and move your democratic diplomacy slider right 1 to authoritarian so you can DOW. Remember you will need money to enter into alliances before they ally with someone else (Poland, Greece and maybe Yugoslovia). Mantain just enough supply and minimal upgrades and repairs for now. Make trades to keep you resource IC level steady.
Place three units to defend against Bulgaria. Put the rest of the units in Arad with all the fast units (cavalry and tank less brigades) grouped together ready to advance on Budapest - quick strike.
When the weather gets decent in the Spring of 1936 after UK and France have their 'gearing up for war' events and Italy has annexed Ethiopia or early April is the time to declare war on Hungary.
Things happen quickly once you declare war:
After Austria DOW on you, offer alliance to Poland.
If Yugoslovia doesn't get into the war, get them into a war by DOW on Albania, allying with Greece or if you have to DOW on Italy.
After Yugoslovia is in the war, Germany, France, UK, Soviets and maybe Turkey gets into the war if they aren't already. Be carefull of Bulgaria and don't ally or DOW on them. Wait for their move.
Don't go beyond Vienna, let Yugoslovia be your shield. Make sure you annex Hungary.
Italy may DOW on Germany, Soviets, Romania, or a combination of them:
If Italy DOW on Germany the Soviets don't matter and with Poland, the Allies, and maybe the Czechs, Germany can be defeated by November. Help the Pols take Berlin if Yugoslovia has you guarded.
If Italy isn't at war with Germany, then guard your border with Poland. When Poland sends you expeditionary forces, pull them down to guard your border.
Once Poland is defeated you get those units and the Soviets take over against Germany. The Soviets and Allies should defeat Germany by year's end. You can concentrate on Italy then but it will be difficult without manpower.
In addition to the German humiliation, you can continue on and eventully turn on and annex Yugoslovia and Greece. Before you boot them from the alliance, buy as many units and blueprints as you can - especially from Poland. You may be able to use Poland to help annex the Czechs once their UK guarantee expires. You can also use Poland to take Lithuania, Latvia and Estonia and help you puppet one for some garrison units. The major obsticle is manpower, you have none, so many units will have very low strength. Use your weakest units for reserves and battle smartly.
After you butter them up and get your fill of units (I bought a couple dozen) and blueprints after a few years, boot Poland from the alliance and the Soviets or Poland will DOW on one another. Then at the opportune time, DOW on Poland before they ally with UK and give it to them from behind. Once Poland is gobbled up, Romania may be able to annex the Soviets if the Allies get involved as I did here.
This can all be done without much manpower, building units, or any cheats. Just some leverage and a little backstabing. If you can't do it this way, try it with full IC takover.
