I am playing my first game of CK2 and I chose 'High Chief Aed of Mide' (Ireland) as a hopefull easy character to play. I purchased the CK2 collection so I have DLC's up to The Old Gods. I started my game in 869 AD.

I received a notification that I can press a De Jure ciaim on Dyflinn and I was able to fabricate a strong claim on Breifne.

I would like to declare war on Dyflinn (or Breifne as a second choice) but I don't appear to have the option to declare war on either of them.

Could someone please explain how to go about declaring war on someone?

Maybe you are not trying to declare war on the top liege? Or maybe you have raised levies.

Did you marry someone of your house to his house? You might have a non-aggression pact with him
Raised levies impedes declarations of wars, disband them first.
Dyflinn, if i'm not mistaken is vassal of the Duke of the Isles Ivar the Boneless. If that's so you have to declare war on him as he is the top ruler of that land.

You (surprisingly) don't need ships to get to Scotland from Ireland, there are straits that you can walk across connecting southern Ireland with Wales and Northern Ireland with Scotland.
