Sometimes when I am America I can declare war and join the allaince early in the game, but other times I can't do it till way later.

Before declaring war or joining an alliance as US, your WE (War Entry, that round thingie on top in the diplo screen) has to be at 100%. It doesn't always arrive at 100% at the same time, because other countries' actions affect it.
