are you playing Revolutions or basic Victoria?

do you have Diplomatic Points to use in a diplomatic action (check top right corner of the info bar at top of screen)

Do you have positive prestige, IIRC if you have negative prestige, in revolutions you can not initiate a diplomatic action, including declaring war

these would be the two things right off the top of my head that would cause problems in declaring war for a player that I can think of.

To have war against an uncivilized nation while playing a civilized nation you have to declare 'colonial war' against them. This will be the same as if you declared 'normal war' against a civilized nation, only the badboy costs will be lower (0 BB per provice, and you might be able to annex them regardless of the amount of provinces they have : ) but giving you 1 BB per province if you annex them completely..

EDIT: At least in vanilla Victoria : D

I'm playing revolutions. I have 15 prestige. The DOW option is grayed out for uncivilized nations, but not for my civilized neighbors.
