Its said I need Med. Crown Authority to declare war? Why? As a Tribal that would take several life times.

Yes I have DJ on several counties. All these other requirements come up. All are green except. " One of the following must be true" The only one qualified for is "Kingdom" under there , there are 2 Sub-requirement. CB (Which I have ) and Med. Crown Authority which I don't have yet. Playing Pitctand as Tribal I've just started the game. I've Usurped Dudes title and now I'm King of Pictland. I had a son Now have an heir so now I want to expand my Kingdom. Kick the Welsh out and the Irish.

You can only enforce kingdom- or empire-tier de jure claims when you're at Medium CA. Meaning it's something tribals can't do, yes.
Ducal de jure claims you can always use, it doesn't matter what your CA is.

So the only war option in CK2 Plus as a tribal is Tributary? If your the same religion

It's not that you "can't declare war on anybody". You just can't use the kingdom-tier CB's. You can still develop regular claim CB's, use holy wars, whatever other CB's you can find/generate.
Prior to the introduction of the tributary CB in Horse Lords, your only option would have been to develop claims, period, short of having a ducal title (or a ducal vassal) with a ducal de jure claim you could enforce, or getting a vassal with a claim. That's how the game works.
Just because you can't use one CB doesn't leave you completely helpless.
got it , its so different from Vanilla . The Duchy's are set up different than Vanilla.
In Vanilla I can declare war on Alt Clut but in CK2 Plus I cant . Until I Fab a claim on it.

They are, but they essentially work the same way.
You can't use the kingdom-tier de jure CB right out of the gate, that's correct. Develop a claim, get a vassal with a claim, or get one of the ducal titles (or a vassal who has one).
I got It. I've played Vanilla since I got CK2 which has been about a year now I normally don't do Mods at all. I'm Really likely this Mod BTW!!! Thanks for the hard work
