Declaring Total War! Skilled labor for production and manpower for combat competition

I having read up on the History. I see where there is a issue with skilled labor for example in Germany. It would be nice to have an effect on whether you draft or release skilled labor from Military Service so they can develop advanced weapon systems R&D issue. I see at least where the German jet program was setback because many of those involved were drafted into the Army and sent to the Russian Front and were not released back into industry until 1942-1943 time frame. Have some sort of balancing act between manpower needs and skilled labor. Also, Germany did not go to Total War production until 1943. They had not been on a 24 hour day3 work shift, 7 days a week work schedule. Which in part was reflected in their production increasing later in the war. I read where there were skilled workers of 350.000 or so planned to be released after France fell and before Hitler told his Generals in 07/1940 to prepare to invade Russia. Also, When Albert Speer took over he stop such silly things as buffing off sharp edges on Panther tanks to save production time. Also, building tanks and planes with precession that was not needed when it was not expected to last for long in combat. The Russians understood that and built tanks and planes just "good enough to get the job done" ! Course radios in every tank and plane would have helped for example: rather than waving flags signals to get communicate with other tanks in combat of all things! Also, maybe allow for simple not so complex weapon systems with fewer parts or less complex to save time. USA automotive mass production system gave us a tremendous advantage and with the manpower that knew how to fix things mechanical due to having a large population that had driven cars. Also, Germany had a large pool of skilled workers knowing how to fix planes, subs and tanks having worked in Industry. Also, factors as adding woman to work force USA, UK , Russia and Germany did somewhat to a lesser extent.

Anyway, as I've stated before in many threads about basically the same thing: Manpower must be freed up to increase labor available in either factories or military. US, UK, and USSR all did this, the Axis did not.

We should not be developing any mechanisms in the game that does not apply to all nations, as the problems facing the Germans and Italians was fixable as long as the tools are there. There should not be nerfs to german manpower or industry based on historical evidence, as you should have the decisions available to you to research and build your way out of problems.

But this is all doesn't matter if factories don't take manpower, which seems likely.
