There are no decisions, goals take their place in hoi4. Although some goals can be fairly short and works a lot like decisions. The main difference is that its something that takes some time, or some actions for the player to go through, even if it just triggers a series of events for you or other nations you can keep track of what its focused on during the event series due to the goal.

What are the effect of never taking goals (or reaching the threshold). Is there any way Germany could conquer Poland and the molotov/ribbentrop never trigger or trigger randomly 9 months after because nobody bothers?

EDIT: Also since Goals are nation specific instead of time/events/triggers specific, will there be an easy way to see the goals a country has, could trigger or has triggered (like strategic bonus in HOI3)?

well germany can attack without the MR pact, but all initial declarations of war are happening through goals. once war happens things get a little looser. but thats more of a topic for diplo dev diary.

right now you see goals that can be enacted currently, and any future goals they unlock.

Decisions had vast modding possibilities. To you foresee any problems in that department? Also, one may have multiple decisions but only one goal (unless I've misunderstood it) which might pose problems for mods.

nah, we focus 100% on making stuff like this moddable. if anything it makes it easier than before since the goal lets you do stuff you could never do with triggers before (like tracking nr of stuff built since goals activation and such and not having to do country-flag-fu to manage event chains with rewards and costs)
