If it isn't already possible, I think it would make a lot of sense for there to be a decision that unlocks when Constitutional Monarchy becomes available for an English Monarchy government to change to a Constitutional Monarchy. Mainly as a means to get out of your special government type when it would be appropriate for you to have the option.
This is in line with my suggestion awhile ago to have options to switch out of the archduchy and ambrosian republics into administrative monarchies and republics once those governments unlock so that you're not always stuck in a lower level special government type.
