It could be kind of like the 'commit suicide' option when you are depressed: you can only use this decision when you have certain traits. Honestly should be more decisions relating to your current traits.

For example:

If you are patient, zealous, temperate, or chaste and are not lustful, greedy, ambitious, or gluttonous

Get Abstaining from Sex -1000% fertility

Someone abstaining from sex can have it removed if they become lustful, greedy, ambitious, or gluttonous

Someone abstaining from sex can stop abstaining from sex at will, if they are not chaste.
