I just noticed a bug (historical incorrectness) in one of Polish / Commonwealth decisions. Specifically “Move Capital to Warsaw.”
Poland had 3 capitals (read as City where Polish King has his official residency). Gniezno, Kraków and Warsaw. When the game, starts Polish seat of power is placed in honorable city of Krakow, but during the game ( as it happened in history) Player has opportunity to move the Capital to city of Warsaw.
Warsaw was a renown place even before it become the capital. In 1529 Warsaw for the first time became the seat of the General Sejm, permanent from 1569. In 1573 the city gave its name to the Warsaw Confederation, formally establishing religious freedom in the Polish–Lithuanian Commonwealth. Due to its central location between the Commonwealth's capitals of Kraków and Vilnius, Warsaw became the capital of the Commonwealth and the Crown of the Kingdom of Poland when King Sigismund III Vasa moved his court from Kraków to Warsaw in 1596.
Now that you have some basic information I can get to the point. Mainly fact that “Move Capital to Warsaw” decision can be done only by Poland. If you form the Commonwealth before you move the capital you lose that decision. It would be reasonable if the Commonwealth had also this kind of decision, but there isn’t.
Reason why the Capital was moved in the first place to Warsaw was the fact that the Commonwealth was created and there were de facto 2 capitals. Moving the Capital to Warsaw ultimately unificated the Commonwealth. Poland alone had no reason to move the capital from Kraków, but after uniting with Lithuania both countries needed new city to be symbol of merger into a new Country not just subjugation of Lithuania ( like some would like you to believe).
ATM only player who plays as Poland can use that national decision. If you form Commonwealth you lose it. In my humble opinion it should be the other way around.
