I just noticed this code in the decisions/conversions.txt file. My understanding is that a factor of 1 means that the AI will do it 100% of the time. This is checked monthly.

Does anyone know what the modifier here does - "always = yes" ?

I believe it's because the game doesn't recognise decimals in the ai_will_do factor, but recognises them in the modifier. Or something. Having the modifier set to always = yes means that the ai_will_do factor is actually intended to be 0.5, but that doesn't work so Paradox is using the modifier as a workaround.
