decimal points in financial summary

After I set my investment bars for tech advancements, I'll close that screen and go to the financial summary. I then notice that the finance summary shows my tech investment numbers with a decimal. For instance it will read -trade technology 11.9 -but all it says on the screen with the bars is budget +11. Does this mean that the .9 is wasted? I would like to know because if it is wasted then I should check the financial summary and make sure all the numbers are followed by a .0 as instead of a .8 or .9

I believe I'm wrong about this but I want to be certain.

It was dropped until 1.04(?) after I pointed out how really poor nations got really screwed by this. It was the willingness to pick a nit like this that made me really admire this company.

So the decimals which follow the budget numbers on the financial sunnary are to be ignored? There is no benefit to adjusting the bar to make the number not followed by a decimal fraction?

No. Actually, most financials are now carried out to three decimal places. Look in the save game file to see what is kept to what precision.
