It would be nice if you had some kind of opportunity to decentralize your land without working with vassals. The US would be the perfect example. The individual provinces would keep part of the taxes and have their own government coalitions with their own expenses. and regional laws. The central government could still build.
I don't think that it would now massively overwhelm the performance, or a complete overhaul of the game mechanics. It works just fine with CK3. All that would actually be needed extra would be extra budgets and the separation between federal-operated buildings and those at the provincial level.
The logic of the AI of the provincial governments would also in most cases not differ from the logic of the countries AI. .
What bothers me about games like Stellaris are the lack of decentralization mechanisms and the smooth transition between direct administration and vassalism. For example, as Russia, I would like to grant the Poles certain special rights without directly creating a vassal who takes away most of my competencies. They should, for example, keep certain taxes and be allowed to spread the Polish language in the province, but not be allowed to build certain buildings. This would also result in a conflict of interests.
It can also be relatively primitive. It just needs a foundation that mods can work with that doesn't create a complicated border.
