Please, do not abandon Bulgaria.I believe that with a good Focus Tree and some well-made events it will be worth it.I know that it is probably too late to create and implemet a new Focus tree in already announced DLC, but please do what you were planning to do and at some point of the game development include Bulgaria in a DLC.

@adam_grif is right.I'm 99.999% sure that by equipment conversion they mean the following things: Stockpiled equipment turning into variants (e.g. Panzer III -> Panzer III Mk 2), and stockpiled equipment turning into other vehicles on the same chassis (e.g. Panzer III -> Grille).
It is silly to have the ship and not be able to upgrade it, like, adding new fire control system or improving guns or engine. Hope, pdx understand that too.@adam_grif is right.
Equipment conversion will not effect ships.
In HOI IV ships are not equipment. Ships are units. So a system to upgrade equipment effects different things. Can you make something that converts units from from type 1 mountain battalion to type 2? Yes. So can/have they develop a system for ship upgrade? Maybe but it would be different.
Well currently you can have techs that improve ships. Things like adding RADAR to existing ships. It is a different mechanic. You don't have something like switch 8 inch guns to 10 inch on ship X by sending them back to the ship yards. *Note once you add a mechanic for once type of equipment it is most likely able to be modded for other types of equipment.
