I'm pretty sure it means doing things like converting old Panzer IIIs to StuGs or maybe also taking your old T-34s and updating them to T-34/85"
can someone explain this please? I am german and I dont know what this means. I can translate it, but what does it mean for the game, for what are we able now in the game?

De Facto subscription model is glorious. Just look at those prices on "complete" collections other Paradox games.Whilst this is strictly correct, what you are really paying for is the time they are spending fixing the game. It has become painfully obvious that this was released waaayyyyy too early.
That's the current plan. Part of the reason why this DLC is smaller (and more focused on content instead of new mechanics) is to free up code resources to do air revamp, AI work and bug fixing, so we can focus on new mechanics in the next DLC cycle.
Both Stellaris and HOI4 have pretty weird development cycles compared to EUIV and CK2. By this time they were both on their 4th DLC and were about to recieve Art of War and The Old Gods, respectively.
Just to understand this policy:
The first expansion TfV stands at 46% positive reviews on Steam (38% in the past 30 days). As a negative side-effect the base-game got a ton of negative reviews when TfV was released by disgruntled expansion pass owners.
Your guys' reaction to that disaster:
The 2nd expansion (and yes, it deducts 1 from the "expansion pass" counter, so you should call it an expansion, not a DLC) is even smaller in content than the widely rejected 1st expansion?? Well before it is released, you even confirm that it is smaller and justify it with bug fixes and balancing????? That isn't something a customer of a one year-old game should pay for. Sorry, but you can't seriously expect customers to understand the shallow content because you guys still have to fix the game.
What exactly do you expect when the expansion is released? Are you truly fine with even worse reviews and more disgruntled customers?
4 custom NF-trees which I'm not even sure are better than the already existing fan-made NF-trees (the ones for Czech and Romania are pretty good).
Wouldn't the proper approach have been to delay this expansion by 1-2 months and instead fill it with more content? Expansion pass owners won't expect the 3rd one to be grand after the first was horrible and the second even worse.
People complaining about expansion-pass related things should just quit it.
Since when is it ever an good idea to pre-order something that isn't in limited supply? It does not matter if it's your favorite game company, it makes the game industry worse off as a whole, with hype campaigns to generate pre-orders, then it turns out - the game isn't that good since they used half the budget for marketing. (Yeah, not talking about Paradox here) Now, what did the game industry learn from that... Yeah, that's right, that the game sold well and a similar strategy can be applied in the future.
It's not strange that Paradox is offering the same deals, since people are foolish to do it again and again for other games. Why turn away from free money when it's the role of an company to make money.
If you're dissatisfied - good, then you learned a lesson. Don't do it again.
As for me, I'm hyper-excited for arms licensing and equipment upgrades, while I'm totally indifferent to new focus trees. Am I gonna buy the new DLC? Yeah, probably. Am I gonna pre-order it since I'm probably gonna buy it anyway? No way.

Eu4 on release was way worse than Stellaris was on release. I even remember that it was so slow because someone had the great idea to check events every single day by default and I had to manually edit the defines file to even run the game somewhat decently. But Stellaris has received quite a bit of content already. There really isn't even a comparison between hoi4 additional content vs Stellaris additional content.WAIT A MINUTE! This isn't an Expansion? This is a New Country pack? Wait what? Why? I thought this was going to be a new Expansion bigger then TFV? WTF happen?
I pre-ordered the Field Marshal Edition with the Expansion Pass like many others, and I'm starting to wonder about Expansion Pass at this point. So far I've gotten a Small Expansion(Even the Devs said it themselves), and a New Country pack... Not an Expansion.... what? Then why is it called the Expansion Pass??? So now we have 2 DLC with very little new mechanics. I mean don't get me wrong I'm very happy that some, not even all Axis minors are getting some love with Czechoslovakia, and Yugoslavia, but come on. I mean there is still quite a few left out, and I can bet those people who were expecting them are going to be unhappy.
For an Axis focus Expansion, err I mean "Country Pack", only two of the four countries were in the Axis.
Didn't you also say something about TfV was bad marketing, or mistake learned or something? Only to give us what, 4 more minor NF trees as the big part of the DLC??? And its even smaller them TFV.... What happen to all those lessons that were learnt?
Not only that but wasn't the Season pass is supposed to be cheaper then buying them separately?
So at this point people who paid for the Expansion Pass are being told what exactly, to justify bug fixes and balancing on a game a year old at this point?
At this point you've guys have broken quite a few promises.
So then this right here just goes to show that the Dev team is undermanned, and underresourced.
I'm guess that's because of the state in which both games were released in.
