The cabinet was not in the capital 24/7, so it should definitely not be automatic when nuking the capital.
I'like the random chances of death, but they should still have a retirement date.

They were not
designed as anything else than bombs actually.
They knew it was going to be a really big bomb, but they were just trying to get that chain reaction to go
boom.
The psychological aspect and the various uses came later.
Provinces will now be much smaller than in HoI2, so I think the effect implemented in Arma could stay since they're no longer the
unit-wiper that they were in the first release.
Although we've yet to see if factories will be located in specific provinces even if managed on a state level.
