That's just how the caste system works. First are the priests, second the rulers/warriors, third are the tradesmen and fourth are the servants and last are the untouchables? I could be wrong.
And owning conclave it seems, otherwise the event will simply fires your chancellor

Oh wow, you are right. I just checked the files. There are two different events for Glitterhoof depending on if Conclave is active or not.
See here. Glitterhoof can't be granted most titles but there's a loophole in the rules: you can apparently appoint the horse as successor to a Catholic bishopric. (I haven't played any other religion yet so I don't know if this is usable with non-Catholics.) If the bishopric is of county-level or above (prince-bishops, in other words), the bishop's court will start generating Horse culture courtiers without the actual Horse trait. You can then use the normal culture conversion techniques to bring Horse culture into your dynasty.Too bad I've already fired my lovely horse (this is Ironman)

This is insulting of millenium of horses good breeding; such a pedigree ought not to be taken lightly!! And that's why your ruler in his eternal wisdom knows that Glitterhoof is the best suited for this position as there can't be more noble birth than his!- 4
There's actually 2 loopholes with Gliterhoof, you don't need to be Catholic. You just need your under 12 child have heritage focus and let Gliterhoof being his guardian (that should be focus on Horse culture and current religion). You need luck of course in 2 things :
1. Giltterhoof lived long enough to actually become a decent guardian.
2. Your son fast enough to learn how to eat and digesting grass.
