so i want to build a new city section but unfortunatly the terrain is to elevatet to place some things, Ive spent quite a while building all the roads in a perfect circle, is there a mod that could help me adjust the entire elevation of the terrain plus streets?
Ive tried using the vanilla terrain builder but only non build on terrain is editable, as seen in my screenshot

A mod? You don't need a mod for some uneven land. Just use the vanilla landscaping tools to level the terrain before you build.

*sigh* If you're desperate though, you can select segments of road with the Move It mod and change its elevation with the PgUp and PgDown keys. The land conforms to the height of the road.

Also, work with terrain not against, you prob have a bit of OCD (and thats fine) but it makes for a dull city if its too flat/uniform
I see people flattening too much and it upsets me, necessity is the mother of invention; flat = less necessity and therefore less invention

I second Ragga's notion. The first tip I give any new player is DON'T PLAY ON A FLAT MAP! Flat maps are too easy. All they do is induce a stagnant homogenous layout with no concern given to conforming to the terrain. An uneven map forces players to break up their layout and think more creatively on how to build roads and rails. I recommend you find a map with a good waterfall, that way you can get a useful hydro dam in place.

dont get me wrong guys I like elevations but it just bothered me that I coudnt place any monuments in the middle of my district since the "slope was to steep". All I want is to rectify this without making it look like its looking right now, gues ill have to delete the streets and adjust it manually until it fits

Extra landscaping tools allows you to use the landscaping tools from the map editor, which offer larger brushes. Maybe that's interesting for you:

A moveIt tip to bring a bunch of roads to the same height: Highlight many road nodes, press Ctrl-H, then click the node you want to use as height reference.

You can do it without 'mods'.

I would suggest having the circular roads a little more spaced apart, then flatten each 'terrace' ring with the centre being the most elevated.
Yes you probably will have to delete, "smash" and rebuild the roads a few times.
