Playing as the Baron of Tulane, I took the county of Daggerfall. Daggerfall had a vampire infestation modifier, but I've not found a way to eliminate it. Is there a way to do that?

Also, a side question: I'm a Mastermind in the Thieves Guild, how do I do something more interesting with that than the typical missions?

You'll have to wait for the vampire infestation to resolve itself, unfortunately. When it first appears while you already rule it, you are allowed to act on it if you have enough gold (usually 50) to pay for its removal. It sounds like the previous ruler was too poor to fix it and had bad realm management skills, like being over a demesne limit.

As for the guildmaster question, I don't think there are any special events for grand heists or anything yet, though it would make a good submod. The archmage of the Mage's Guild can ban necromancy, from what I've seen.

In case of thieves guild you can personally perform steal artifact plots and I think hand out the mission to lower rank members for a discount. Same for other guilds and missions they specialize in. I killed quite a few people legally in morrowind by plotting to kill them then doing it myself as a member of the morag tong.

Anyone can use the steal artifact plot. For it to succeed, you have to right-click the portrait of the person you're stealing from and choose the "Steal Artifact" option. You then get to hire ruffians or one of the two guilds to steal for you. If you're part of one of those guilds, however, you can just take your own job for cheap.

I didn't realize that the steal artifact plot came as part of Thieves Guild membership. What percentage does it take to fire a plot? Been at over 100% for a while.
It doesn't trigger by event, but by another choice you can select once the plot is active. Selecting the character you plot to steal from will show another option to directly steal a specific artifact, which will bring up a menu for how you will go about it. You can also do this with assassination plots in the same manner, instead of waiting for a plot to trigger by chance.

The costs will depend on the quality of item, which can be very expensive. As a Thieves guild member, you can pay a smaller amount to do the job directly, with direct consequences for failure.

I found the buttons for steal artifact and assassinate. I no idea that's how it worked now. Also the vampires just kind of disappeared on their own. Thanks!

If you don't see any options for the dark brotherhood or morag tong, then either they must be out of range to interact with or the cost is too much. One time, I was planning on stealing something using the thieves guild, but the character was far away enough from cyrodiil (or wherever thieves guild is based) that the thieves guild wasn't an option, though the camonna tong was in range to hire.
