I tested some time ago to increase max attrition with 5 in provinces with Scorched Earth. Made it into a killer. :)

IMO, everything with attrition should be looked at and made into more of a determining factor. Totally looted provinces should be a "no go" for large armies, for example. But that requires an AI that actually thinks about attrition.
Not to mention that the game would favour a defensive approach too much (it already does), so we definitely need a mechanic where development gets destroyed in ravaged provinces. So if you avoid combat and let the enemy bleed himself to death from attrition, your country should be left in ruins in the process.

The point is, the whole attrition part of the game should be revised from the top. :)

Well put. Modding attrition higher is problematic because AI is quite stupid in handling it.
But to the original post: Did you check what happened to your enemy's manpower? If you did (the simplest way is through console command aiview), maybe you'd be surprised to see that it has been depleted significantly, even close to 0%.

But to the original post: Did you check what happened to your enemy's manpower? If you did (the simplest way is through console command aiview), maybe you'd be surprised to see that it has been depleted significantly, even close to 0%.

... Yeah, but then all sieges would be hell unless the fort provinces were super high development for some reason.

I know that attrition is quite damaging and 5% is high, but way too low for the Ottomans! My point is, while it reduces their manpower significantly, it actually doesn't damage the stack itself because they get reinforcements immediately. The war did go on for 2-3 years and after that time the 100k-stack was still raping my armys and I had to peace out because war-exhaustion and low manpower was just too much. I can't wait for their manpower to deplete it takes way too long... If Ottomans and Allies have around 200k manpower and loose 5000 every month (the 5%) I'd still have to wait 40 months before the stack would get SLIGHTLY smaller. And they can easily make up for that with mercs...
Also it doesn't make any sense if the attrition with scorched earth is the same as without.

Didn't you use winter attrition? Should get more than 5% then. I don't agree that you should win every defensive war against a superior foe, even as Russia, just by attrition...
