Just a small mod to alter the historical outcome of Navarra, so that it hopefully survives more often (IRL it lasted to 1620).

The mod adds two new provinces on the nothern Basque coast - Álava (1 holding) and Ipizcoa (old name for Gipuzkoa, 2 holdings), to the east the one province of Lower Navarra, and it makes Navarra a de-jure kingdom with the titles of Navarre (both duchy and county), Nájera, Álava, Ipizcoa and Viscaya (but not currently Lower Navarra) under it.

Version 0.2 download link

Currently the mod works but there is an error in the de-jure setup (landedtitles.txt) so that Navarra is a de-jure holder of way too many things if you click the de-jure button on the titles, but it shows up just fine under the de-jure kingdoms map mode. If anyone wants to help point out my mistake, please feel free to do so. Also feel free to post feedback and criticism :).

I think you can tweak the border of "Dax" province to include the northern basque country to your de jure Navarra.

This northern part includes :
-Lower Navarra
-Labourd/Lapurdi
-Soule.

You might keep those 3 grouped because of the map scale though.

You can also add some other conditions for creation : maybe requiring to be basque, a certain prestige/piety level etc...

2) Sure, I initially added such conditions (Also including neighbouring cultures, though, since France had a big influence in the Kingdom and ruled it at times itself) but I put them on hold for the time being because of the weirdness in the file I explained above. After more feedback I'll be sure to add appropriate conditions (I'm not exactly an expert on Basque history) :).

The county of Ipizcoa seems rather small as compared to the other counties in the game. Perhaps it would be better to have it and Álava as a single county with three holdings?

Navarre is a special case though, and the primary purpose of the mod is to see it (hopefully) survive or live on as part of/sovereign over other kingdoms. Fewer provinces will mean it's too easy to create and too weak, too many the opposite.

And as for the French Basque country, I'll try and add Lower Navarra for starters since that seems to be the primary area the Kingdom controlled (and where it survived after the Spanish invasion).

I think at least lower Navarra part can be merged to the county of Navarra. Labourd and Soule can remain in the called Dax province.
I personaly tweaked the province border this way. In conditions I've had the condition to own Dax too. (condition : has_landed_title = c_labourd). Before last patch, it also worked with external duchies but no more now.

Donazaharre or Donibane Garazi since there are conflicting informations on which was the capital and when... the naming conventions of the game are also a bit hard to figure out, but I guess it goes by the commonly known name in English (without necessarily being translated).

You're right, but I'm doing a separate 1-holding province anyway since I like possibilities for different outcomes after a historical start - and according to the Spanish wiki Lower Navarra was part of Gascony earlier in the 11th century (I might move it to be de-jure Navarraese territory, though). That article you link to also says that city was founded in the twelfth century, so I went with the (supposedly) older town, Donazaharre. And on that note, 0.2 is up.

Ok didn't re-read those articles I read a while back.

About borders. I'm not sure but it seems to me that Soule is included in Bearn province in vanilla version (It was vassal to it later on). If it is the case you maybe have to tweak a bit your borders (it gives you a bit more space for your tiny Donazaharre province).
