As the Emperor of Scandinavia I can't see the Kingdoms of Wales, England and Scotland drift into my Empire. They keep being in De Jure, never created (never will) Britannia. Someone suggested it was because I had to hold EVERY barony, this is not the case. Lithuania seems to be drifting just fine into Scandinavia even though one of the baronies is in HRE control.
