De Jure Drift of Kingdoms from Empires

Let's say I am trying to create the Italian Empire. I need to get the kingdoms of Italy, Sicily, and one other. The Kingdom of Italy is under the Holy Roman Empire and I need to stay within that empire to take a fair amount of counties in order to create my own empire.

If I wait 100 years and the Kingdom of Italy is no longer de jure under the Italian empire, will I still be able to create it? This scenario happened to me and I can no longer find the Italian Empire page, could be the way I was navigating menus.

Use the title search tool in the lower right of the screen (next to the character search tool) and search for Italia. I'm pretty sure you should be able to form it still as long as you hold the Kingdoms of Italy and Sicily plus one other. You might be required to hold Rome (as the empire capital of a now-titular emprie), I'm not sure.
