As it is at the moment, not every culture group has a respective union. That's partly because there either isn't a historical basis for a cultural union or it's outside the game's timeframe (see Yugoslavia).
So why not introduce de facto cultural groups by decision? We already have some countries that accept all cultures without being "proper" cultural unions: Ruthenia, the HRE and the Papal State - the latter is what I had in mind. This country has a decision which makes it a de-facto cultural union for the Latin group without changing the nation tag.
For example: A player starts with a released Bulgaria and manages to conquer most of the (South Slavic) Balkans, maybe certain core provinces. A decision is enabled to make Bulgaria into a de-facto union for the South Slavic group.
Other examples:
American tribes/kingdoms (North-, South-, and Mesoamericans)
South-East Africa (Ethiopia and neighbours)
China (Qing, Chinese minors)
