To me it looks like two minus-symbols followed by a science symbol. The text is in green, so it's obviously something good. Also, the modifier (+50%) is pretty high, so it's probably not applied to one of the more important aspects of the game. More likely it's a minor thing that could get a boost like that without changing the balance of the game too much.

A reduction of some negative modifier related to tech sounds reasonable. Lower ahead-of-time penalty on techs (all or one of them: adm/dip/mil)?

On the other hand, if so, why wouldn't the cogwheel-symbol for tech be used also in this case? So,.. might be something else. Some new mechanism of level of industrialism?

The last word looks like gain, but could also be main, paid, sail, or wait. If it is at all a four-letter-word. Could also be five...

Totally agree that it would be a minor bonus. And I fear that it will be useless similar to prestige from naval battles...

Using the size of the letters of "Development Cost", the second word is almost certainly "Gain". Although there is an outside chance it is "Fair" There is a small paragraph in that Wikipedia article regarding the Christian element of European Medieval Fairs which could be a new mechanic.

The preceding word(s) is/are very difficult to decipher. Again, using the size of the letters above, particularly the descender of the "p", we can be sure that none of the letters drop below the baseline of the text, that means no small case g j p q y. Power and Points are possibilities but I don't think it matches the blocks.

General traits gain? If you look at the shading, it seems to fit the letters. A 50% gain would be overpowered in any field but the general traits gain. Perhaps this is to replicate Britain's high calibre officers as a way to make up for their low manpower?

The first word has 11-12 letters based on the size of the word above (development has 11 letters). The letter before the s has to be a low height letter such as n or r.

It could be something related either to Anglicanism such as technology/institutions or something related to Britain's historical path.

Maybe it has to do with the additional coal bonuses they were going to talk about later on. The word "Coal" seems to fit at the beginning based on the white shading.

I'm struggling to figure out which letter(s) it must be beneath the "el" in development, but I think it may be "u", followed by another . That would leave out my first thoughts "Advisor Bonus Gain" or "Advisor Points Gain".
