At least the icon is clearly a science moving forward, so that's related with changes in the country brought by science, ahead of tech penalty or something along this line, if not the whole industrialisation process.

I like the idea of it being "the chance of rain" as someone suggested on Twitter.
Honestly, it's just something like splendor that even if it wasn't "censored" we would have no idea what it is. The good thing is they tweaked these bonuses, they were kinda crap before.
