Not true. The Inca play would win soundly in the overwhelming majority of cases.

Inca can reliably get a western border core and reform well before 1550, they have a decent chance of being western by 1550 even but won't be long after. Aztec needs to be very lucky in patch 1.13 just to start westernizing by 1550.

So Inca reforms into a huge tactics lead and blithely wanders north and Aztec gets their pants pulled down, because Mesoamerica gutted.

Eh, I played a South America game yesterday (Carib, not Inca) and no European presence in South America by 1545, when I left the game I was surprised to see them in NA and on Mexicos borders. I think I was ridiculously unlucky, but I guess manually teching is more an option for Cusco.
