Any way to specify a scenario-specific party file for a country?

I'm trying to make a DOUBLE SECRET scenario (working on balancing industry for 2 of the powers right now) and I want to be able to tweak a handful of countries' parties.

No, but you could create an event for a country that sleeps all of its standard parties and wakes parties in a file created for the scenario.
