Love the colour and focus of the mod in general, but practicality here is a real issue. The schutztruppe were formed around local whites (mainly German) occasionally reinforced by small contingents sent to or stranded in the area. This force was then bulked out as you suggest by local recruits, frequently from variously motivated minority tribal groups. But they were of their nature small units - mainly company sized though at times expanded to battalion strength and beyond. Sp while the recruitment pool they drew on added to their effectivness it was also so small so that maintaining them as sizeable forces proved impossible for everyone but Lettow-Vorbeck - and even he wasn't able to field division size units.

Well with the creation of Freistat Mittelafrika , they surely would increase the size of the units , just the same like British Ray formed divisions from Indians , German Mittelafrika would form them in divisions in interwar period

I heard an interesting story saying that at one time there was consideration that the creation of military aircraft
should only be done by the League of Nations, and that perhaps if Germany used one of their larger bombers
such as this one http://en.wikipedia.org/wiki/Gotha_G.IV to completely wiped out a city before the end of WW1, like the bombing of Coventry.
Then this event would tip public favor in supporting this measure.

The British navy, and maybe the German navy, would have really liked for the League of Nations to be the only ones to produce military craft by law.
I'm sure you can see their reasoning. Not only that, but this would completely change warfare in the 20th century.

As for the League of Nations, I think Wilson would have still created it, probably sending a telegram to the peace conference proposing it.
He was a strange character, some people view him as a Machiavellian politician, while others view him as a moral crusader.

One thing's for sure, he was a bit egotistical...

USA in 1920 will feel like a looser of war , when Reds come in to the power both in France and UK , declaring that they do not own anything to USA ( accumulated war debt ) will flesh out these events , so maybe Reds do agree to pay the debt , but mostly my idea of events is similar to what happened in Russia when the Soviets came to power and said that they will not pay back to France , resulting in France support of the Whites , something similar could happen I think and result in USA further backing British government in Canada and French government in Algeria to fight the reds.

In the end , it could create a financial crisis in USA when investors see that they will not get back the investment , thus creating a depression of some sorts ......but yeah will need to flesh out these ideas more

Sounds like the U.S. is practicing Cold War politics a bit early.:p
I know Wall Street would be quite angry if they did not get their money back from the Allies.

The Raj was made possible by more than a hundred years of militaristic penetration and colonisation imposed upon a structure of relatively well formed, populous, and organised local states. None of these conditions existed in middle Africa and without them it would have proven impossible to draft, let alone maintain, standing armies of division strength and beyond. I don't want to rain on the parade and it's your mod after all, so if you want them of course you should have them - it's not as if we don't suspend disbelief on other game issues. I just thought a reality check was in order.

USA will have a hard time of practicing Cold War, because if they stayed neutral during WW1 , they would have never developed great military capacity or army capable of waging war ....it would be in this timeline be that wake up call that USA got during WW1 to shape up its military , and yeah I think the idea would be that economy would fall , creating tensions that could later lead to civil war (something similar to the idea of what happened in Kaissereich mod- will ask for permission to use some assets and ideas)

Well it is an alternative-reality mod so yeah ......will implement them in any case :D
In any case it makes more sense to me to form units from local tribals with German officers then forming entire European German units in middle of Africa.

Some event text in regards of USA and outbreak of the war

There are fifteen million vocal Irish-Americans in our country whose forbears were forced to emigrate by hunger and poverty for which they can’t easily forgive their English oppressors. There are millions too from Russian territories – Poles, Ukrainians, Jews with memories of pogroms and secret police, who loathe the notion of Czarist victory. And lastly but most importantly, there are over eleven million Americans of German descent, many of them are powerful figures, able and willing to put forward Germany’s case. One prominent politician has even stated to newspaper journalist this: ‘’What grudge does England has against Germany, except that Germany has grown commercially, financially and industrially to a possessions which threatens to crown England for a second rank. Jealously appears to control this English attitude and what is Germany fighting for? Does she want anything from anyone? No! All she wants is to be left alone.’’

The exercise of British sea power has always intimidated America. With the Britain’s blockade against the Germany, meant interception and searching of American ships, that led to the seizure of contraband cargoes. Flood of protests poured into The White House. The British Chancellor of Exchequer Lloyd George wrote ‘’Germanys chief power was on land, Britain’s on the Sea. Germany’s invasion of Belgium, her devastation of France might arouse disinterest wrath in America but it did not touch American pockets, on the other hand Britain’s strong measures to prevent contraband of war from reaching Germany and her wide and constantly widening interpretation of contraband has caused serious inconvenience to American shipping and been a direct interference with American business. This friction may develop in a fatal sore between American and British relationships, if not attended.

The loss of American trade with Germany will need to be replaced by other accessible markets. The Entente members have already proposed to buy all the munitions that USA could make. It seems that population wouldn’t take it kindly that we would extend the ongoing war by supplying one of the belligerents. On the other hand most in our government agrees that this could be a great opportunity, to raise our economy and build a strong industrial powerbase. It places us in a position that we could make demands on the prices in their markets.

Some ultra events if ENG is unlucky in event chance and GER activates the event...Still thinking about implementing them

It was British action that has swung the tide of sympathy against them. On November 16, British opened warning shots against USA unarmed merchant ship Athena, after its captain declined to be boarded and searched for potential war contraband. Seeing that it will not turn away British ships fired shoots to cripple her, but after the second hit, a small fire broke out on the deck and couple minutes later whole ship exploded and sank to the bottom of sea with her crew aboard. No one knows what kind of cargo was she carrying, but some already are speculating that she was carrying explosive chemicals or munition to Central Powers.
(Follow up event in case event in regards of American Smuggler was fired)

The loss of American trade with Germany will need to be replaced by other accessible markets. The Entente members have already proposed to buy all the munitions that USA could make. But with the recent attack on American smuggler ship Athena has raised sympathy for German cause, and moreover population wouldn’t take it kindly that we would extend the ongoing war by supplying one of the belligerents. Everyone in our government agrees that this could be a great opportunity, to raise our economy and build a strong industrial powerbase. It places us in a position that we could make demands. For a start we could demand exceptions of American merchant ships from British blockade in return for providing weapons market to them. With this we would gain monopoly in German market. We not only would become rich but also strong player in global politics.

Also I have decided to include this guy in an event chain for USA player during prohibition years

One thing I'd be happy to see (and have thought of doing myself, but, unlikely to do so due to lack of time): with the new E3 map, one can now mod organizations (one/few province minors) into map as well. How about a state of Fordlândia? Or SS? Or a state of Comintern (itself a puppet of USSR of course)? Or League of Nations? Or Samsung (the story of Republic of Samsung), Vatican, three Japanese Yakuza tags (Yamaguchi-gumi, Sumiyoshi-kai, Inagawa-kai), largest Chinese triads, etc. The problem though is, all engine mechanics (except espionage!) are in favor of empire-building rather than cloak-and-dagger play-style.

For now I will just concentrate on interwar events that happened after Germany's victory

will there be 1919 scenario ?
In future yes, 1919 scenario will start 2 weeks before civil war in France while Germany is laying plans to Intervene on behalf of the whites , for now because I dont want to bother myself too much with creation of entire scenario I will just include safe file of an neutral country(part of the testing to see that Ai on its own create that above mentioned scenario) :)

Austria Hungary should have an economic boom in the start, as they were one of the fastest growing countries before the war and this would continue with the free trade of Mitelleuropa. Then there should be a crash and tensions arise, but you should be able to manage through it.

Most nations will experience IC drop in first years of post World War 1 and then slow rise, why you may ask , well it will simulate war-industry transformation into consumer based for victors , rebuilding for loosers. Also everyone will have almost zero manpower in first years of WW1 , nobody will want to serve and reserves were depleted in WW1 ......................Moving to Austria and Hungary , I havent studied enough history regarding them so I will postpone any information about them , if you are willing to help me in this sphere you can surely send text/events for what will be going in there after CP won.

One thing is sure Austria-Hungary will need to both diplomatically and military evade total collapse(At least player will have something to do in inter-war periods)

CPs will sure to have economic boom , but that boom will only be in sense that they will do slightly better than UK or France, manpower was still lost , but with creation of Mittelafrika and intervention in Asia they sure will start to economically raise

Recent playthought of Tropico made me inclined to create some events for Caribbean Federation, that will form first From French colonies in Caribbean, later being joined with English ones . Events will differ giving player choice what will be this islands federation future be , will it be Kaissereich timelines ''Caribbean Federation'' that is part of Entente or an militaristic junta , or maybe even syndicalist power-base in the region. You will be able to choose its destiny from 1920-1940s

These here are couple of events

Empire collapsing, FRA event that sets things in motion
It seems that with the current ongoing civil war, three of our colonies located in Caribbean Sea have declared independence and formed a union of some sort and a provisional government that is made up from all three island colonial governors, stating that they do not wish to be part of anything that is going on in France. The so called Free States of Indies consists of our St Martin, Guadeloupe and Martinique islands and they are already seeking full independence recognition from mayor powers, Germany will surely acknowledge them and with them the rest of the world would soon to follow. As an military asset these islands served our navies as an resupply depots, but with the limitations of our fleet by German imposed treaty of Luxemburg and ongoing war with the syndicalists, we should for now forget this minor inconvenience.

A new nation
Well this is it, a new nation, born from the fierce revolution that is ongoing in France. Florian Chardin walked along the coast line of his new country, he was after all a duly elected leader of The Free States of Indies, for a moment he thought what a joke, three poor islands with almost no industry, economy or military that would guarantee a sovereignty of any kind. ‘’No’’ he declared to himself it is far better than seeing radical red or white landings on the shores and starting one of their purges. He witnessed what they did in Paris. Two months ago, before he was chosen as colonial governor of St. Martin, he saw to what lengths Reds will go to bring down the so called Bourgeoisie, and to what ends whites will go to prevent that. ‘’Madness, total and absolute madness that was’’. After a moment he stopped and looked in to the distance, that endless distance that extended over to the Atlantic Ocean. Florian started to see a purpose to this little endeavor. He looked at the sky and smiled ‘’Maybe this will work’’
Governor of Governors
A young man appeared in Florian Chardin’s office carrying a folder with documents. ‘’Sir these are the current assessments of our islands’’ he said and gave the papers to Florian. The documents consisted of different numbers and names. One declared that total population of islands is 547.345 and that most of whom live in Guadeloupe and Martinique. In the newly established capital of St. Martin only around 50.000 inhabitants lived, the rest of the info consisted of all the registered shops, factories, farms, mines etc. Florian immediately saw a trend in number that screamed at him one statement that the economic stability didn’t look promising. If there will not be any drastic changes, the islands will just literally starve to death. Florian laid back in his chair and rubbed his face, after 5 minutes of contemplation he stopped and looked at the fall, and then it hit him. ‘’Columbus, you magnificent bastard ‘’ he exclaimed. ‘’Sir?’’ the young adjutant asked. ‘’It’s simple my friend, I think I know a solution to our economic situation and it lays in founding days of these islands, the rebirth of plantation culture. ‘’

Guadeloupe
Florian Chardin steps out from his cabin and looks upon Guadeloupe, sight is magnificent , with lush mountains extending in to the air and blue ocean crashing against the shore lines , this is truly a paradise. But soon reality steps up and forms the real picture of current situation of Guadeloupe. Shabby shacks surround the coast and dockyards, improvised farms are enacted on roadsides. Everyone is scrapping the living and trying to get by. But Chardin has a plan, with no incoming French subsidies, he will need to establish a trade mission with nations that are close by . Hopefully that way it will fuel the nation economy. For now economy will be entirely based on agricultural exports. Almost the entire island is suitable for sugar, pineapple, tobacco, bananas and other things that will surely find their place in American market. Due to the fact that farms take 6 months to produce crops, it will be necessary to gain money from other sources.

Docks,trade and blood
We are an islands nation and trade will be our lifeblood, but with almost none existent infrastructure we should take steps in expending docks and related facilities. Structure mostly involved with "Docking" the pier, a raised structure, including bridge and building supports and walkways, typically supported by widely spread piles or pillars. The lighter structure of a pier will allow tides and currents to flow almost unhindered, whereas the more solid foundations of a quay or the closely spaced piles of a wharf can act as a breakwater. It will be used for the handling of passengers and cargo onto and off ships.

Merchant navy, our blood of the nation
Our economy will be centered on cash crops and trade routes for now. But we have neither extra ships available nor stable trade routes established. Most countries of the world operate fleets of merchant navies. However, due to our recently acquired independence and almost none existent budget, we should try and use convoy capacity of other nations. Doing that, we will sail under the flags of nations that specialize in providing manpower and services at favorable terms. With England still waging their passive war against Germany, only safe option would be neutral USA, surely there will be investors who will help us establish this enterprise of ours.

A small shipping company based on the East coast of USA has agreed to set up their offices and warehouses on one of our islands in return providing couple of their company ships for our trade endeavors. With this , we can now finally move forward of establishing trade partners along the Caribbean Sea, from other island nations like Dominican Republic and Cuba to big industrial giants like USA itself.

Even with merchant navy in our possession that doesn’t guarantee that most nations will trade with us, mostly because we still are regarded as offshoot rebel state of France. A committee of people should be established who would deal with getting full diplomatic recognition, which would guarantee us to become a full-fledged subject of international law.

Suggestions always welcomed

Manpower in this nation will mostly be generated by incoming immigrant events[+1] that you will be able to assign to economy, military, infrastructure etc, only after some years permanent manpower will increase in provinces. Oh right and there will be events in regards of supplying Al Capone during USA prohibition years :D ......and there will be hassle with United Baltic Duchy if they will want their old colony back - Island of Tobago that was colonized in 1642–1643 by Duchy of Courland. But that will happen only if right events fire in UBD

Yeah no regional power, still I will think about it, I know from population census(c 1907) from those three islands population already makes up half a million.....but yeah armed forces will consist of few militias and most gameplay will mostly focus on events, but still invasion of Netherland islands or even USA Puerto Rico during their Civil war could be possible. They can become a regional trade house I think , that is fairly possible :) ..................and btw you can become syndicalist safe heaven and try to cause havoc among other island nations, and I think I will create event chain for player controlled(about ai controlled I am not sure) , that you could through syndicalist coup get other islands to join your federation :D
