Recent playthought of Tropico made me inclined to create some events for Caribbean Federation, that will form first From French colonies in Caribbean, later being joined with English ones . Events will differ giving player choice what will be this islands federation future be , will it be Kaissereich timelines ''Caribbean Federation'' that is part of Entente or an militaristic junta , or maybe even syndicalist power-base in the region. You will be able to choose its destiny from 1920-1940s
These here are couple of events

Empire collapsing, FRA event that sets things in motion
It seems that with the current ongoing civil war, three of our colonies located in Caribbean Sea have declared independence and formed a union of some sort and a provisional government that is made up from all three island colonial governors, stating that they do not wish to be part of anything that is going on in France. The so called Free States of Indies consists of our St Martin, Guadeloupe and Martinique islands and they are already seeking full independence recognition from mayor powers, Germany will surely acknowledge them and with them the rest of the world would soon to follow. As an military asset these islands served our navies as an resupply depots, but with the limitations of our fleet by German imposed treaty of Luxemburg and ongoing war with the syndicalists, we should for now forget this minor inconvenience.
A new nation
Well this is it, a new nation, born from the fierce revolution that is ongoing in France. Florian Chardin walked along the coast line of his new country, he was after all a duly elected leader of The Free States of Indies, for a moment he thought what a joke, three poor islands with almost no industry, economy or military that would guarantee a sovereignty of any kind. ‘’No’’ he declared to himself it is far better than seeing radical red or white landings on the shores and starting one of their purges. He witnessed what they did in Paris. Two months ago, before he was chosen as colonial governor of St. Martin, he saw to what lengths Reds will go to bring down the so called Bourgeoisie, and to what ends whites will go to prevent that. ‘’Madness, total and absolute madness that was’’. After a moment he stopped and looked in to the distance, that endless distance that extended over to the Atlantic Ocean. Florian started to see a purpose to this little endeavor. He looked at the sky and smiled ‘’Maybe this will work’’
Governor of Governors
A young man appeared in Florian Chardin’s office carrying a folder with documents. ‘’Sir these are the current assessments of our islands’’ he said and gave the papers to Florian. The documents consisted of different numbers and names. One declared that total population of islands is 547.345 and that most of whom live in Guadeloupe and Martinique. In the newly established capital of St. Martin only around 50.000 inhabitants lived, the rest of the info consisted of all the registered shops, factories, farms, mines etc. Florian immediately saw a trend in number that screamed at him one statement that the economic stability didn’t look promising. If there will not be any drastic changes, the islands will just literally starve to death. Florian laid back in his chair and rubbed his face, after 5 minutes of contemplation he stopped and looked at the fall, and then it hit him. ‘’Columbus, you magnificent bastard ‘’ he exclaimed. ‘’Sir?’’ the young adjutant asked. ‘’It’s simple my friend, I think I know a solution to our economic situation and it lays in founding days of these islands, the rebirth of plantation culture. ‘’
Guadeloupe
Florian Chardin steps out from his cabin and looks upon Guadeloupe, sight is magnificent , with lush mountains extending in to the air and blue ocean crashing against the shore lines , this is truly a paradise. But soon reality steps up and forms the real picture of current situation of Guadeloupe. Shabby shacks surround the coast and dockyards, improvised farms are enacted on roadsides. Everyone is scrapping the living and trying to get by. But Chardin has a plan, with no incoming French subsidies, he will need to establish a trade mission with nations that are close by . Hopefully that way it will fuel the nation economy. For now economy will be entirely based on agricultural exports. Almost the entire island is suitable for sugar, pineapple, tobacco, bananas and other things that will surely find their place in American market. Due to the fact that farms take 6 months to produce crops, it will be necessary to gain money from other sources.
Docks,trade and blood
We are an islands nation and trade will be our lifeblood, but with almost none existent infrastructure we should take steps in expending docks and related facilities. Structure mostly involved with "Docking" the pier, a raised structure, including bridge and building supports and walkways, typically supported by widely spread piles or pillars. The lighter structure of a pier will allow tides and currents to flow almost unhindered, whereas the more solid foundations of a quay or the closely spaced piles of a wharf can act as a breakwater. It will be used for the handling of passengers and cargo onto and off ships.
Merchant navy, our blood of the nation
Our economy will be centered on cash crops and trade routes for now. But we have neither extra ships available nor stable trade routes established. Most countries of the world operate fleets of merchant navies. However, due to our recently acquired independence and almost none existent budget, we should try and use convoy capacity of other nations. Doing that, we will sail under the flags of nations that specialize in providing manpower and services at favorable terms. With England still waging their passive war against Germany, only safe option would be neutral USA, surely there will be investors who will help us establish this enterprise of ours.
A small shipping company based on the East coast of USA has agreed to set up their offices and warehouses on one of our islands in return providing couple of their company ships for our trade endeavors. With this , we can now finally move forward of establishing trade partners along the Caribbean Sea, from other island nations like Dominican Republic and Cuba to big industrial giants like USA itself.
Even with merchant navy in our possession that doesn’t guarantee that most nations will trade with us, mostly because we still are regarded as offshoot rebel state of France. A committee of people should be established who would deal with getting full diplomatic recognition, which would guarantee us to become a full-fledged subject of international law.
Suggestions always welcomed
Manpower in this nation will mostly be generated by incoming immigrant events[+1] that you will be able to assign to economy, military, infrastructure etc, only after some years permanent manpower will increase in provinces. Oh right and there will be events in regards of supplying Al Capone during USA prohibition years

......and there will be hassle with United Baltic Duchy if they will want their old colony back - Island of Tobago that was colonized in 1642–1643 by Duchy of Courland. But that will happen only if right events fire in UBD
