I feel really dumb needing to ask, but do you really have to surrender to quit a game? Also how is a saved game loaded? I am not tech savvy, and these are the simply questions (and yes I am a NOB).

I think it was just flavor text that I recall from a few P'Dox games at the time, at least the HoI series, though that might be bullshit my brain is making up at six-in-the-morning. If you've saved you can reload from there, clicking "surrender" does not actually end the campaign or anything.

Also how is a saved game loaded? I am not tech savvy, and these are the simply questions (and yes I am a NOB).
It's been a while since I've booted DH or the like, but IIRC if you're relaunching the game, click Single Player and in the lower left-hand corner of the new game screen there's a list of save games.

From within a game, I think there's a "load game" option from the same menu as the "surrender" button.

Correct.

Correct again. Just one clarification, if I remember correctly: after clicking Single Player and then after selecting a savegame from the list on the bottom left, you have to choose the flag of the country you want to play before clicking on "Load Game" at the bottom right.
