Perhaps bad patch installation? I suggest downloading it again and reinstalling it if possible.
Any word on when this patch will go live on Steam? Been waiting months to try it out but I don't want to mess with my Steam install...
No idea, sorry, it's being handled by our publisher (Paradox).
However, you can have multiple installations of DH on your PC. If you copy your DH folder and use the instructions found in the first post here, you should be able to use the latest patch.

Fair enough, guess I'll have to give that a shot. Paradox should get that done for you guys though, this is the best version of Hearts of Iron 2 going, and the original was pretty damn good! 
The title sain Darkest Hour Patch 1.03 + Hot-fixes, I am thinking about where are the hotfixes for the patch 1.03......
The link you see in the first post is Patch 1.03 with the third hotfix already applied. The small text at the bottom shows links for the Patch 1.03 with the first and second hotfixes.

So just innstalled the 1.03 patch ( steam innstall ) and the game layout looks the same. Im reading in the changelog about a New production panel layout (optional) and New division panel layout (optional), and also as I understand there is a new map? Do we need to change this ourself? How do I do this? Im not that bright when it comes down to stuff like that

There's no new map with 1.03 patch, but there are mods that use own or modified DH map. Check mods sub-forum for these.
The new layouts are optional and not enabled by the main game. These are there for mods and IIRC novapaddy is using them in at least one of his projects.

I am still not able to find an "official" patch 1.03 on Gamersgate.
Does it mean that Paradox's QC has not yet approved it for relesae or what ?
In the meantime I am playing DH with "unofficial" patch 1.03 installed, I like it a lot, I have not found any new bug and I am very gratefull to you gay for your magnificent job !!!

Paradox probably just doesn't care, just like AoD which has 1.08 released in the forum (August 2012!) but not through other distributors.
Where can i download 1.02 ?? (So i can use the old japanese AI because in 1.03 i think its broken )

We really need a hotfix for the japanese AI (its too passive) and the british AI (it doesnt reinforce africa as much as it should and the italians can just stomp all over africa -.- )
Why there are still no game picture in steam library? It looks like I haven't got this game in steam...
I'm not sure what "steam library" is, but have you tried to ask Steam about this in case it is something in their control?
