Fantastic idea! I couldn't find the reason for having ships in Caspian, but this is great!
Well, in fact, wouldn't it be grand if smaller ships and some subs could enter largest rivers and participate in combats.. At least in the Amazon and Nile as far as I know it would be realistic.
By the way, having new mission for ships "Avoid/Escape" would be good way to increase the chance of getting away unharmed.

Kiel Canal was in vanilla HoI2. Why would they omit it?

Is it possible to prevent larger ships from passing through some canal anyway?

You should ask to IC group. They've icluded 6600 provinces so far so there is big possibility they could add some to Caspian sea as well, if they didn't already.
