How about an unification - after founding the Danube Federation - with Poland, Rumania, Serbia and Bulgaria.

Either peacefully
(f.e. offering Transylvania to a federal kingdom or Slavish parts of western Austria to Serbia for founding a federal Kingdom if Yugoslavia as part of the D.F., or the Poles Galicia)
or you integrate them with war - so annexing and then there could shut an event which make their land to yours.

Interesting idea, but the Iron Guard would never admit that Romanians be part of a federation. They were highly nationalistic and for such an idea to work you have to either A. Conquer them; B. Have had a successful rebellion by Royalist Romania that would join after defeating the Iron guard or signing a cease-fire with them (the events exist for B, but they're only triggered in 1941 and I guess they could be altered for that, but only as an option, not as a foregone conclusion). Both Serbia and Romania would be quite a stretch, though, especially after being defeated in WWI (huge grudge).

I think in the Kaiserreich timeline it was mentioned that Ukraine and Serbia used to be part of the post-Weltkrieg Austria-Hungary, but broke out of its sphere of influence due to issues in the 1927 Ausgleich renegotiations.

As for why it would be sensible to include Poland, consider that, during the Ausgleich renegotiations, it is wholly possible to integrate Poland as an autonomous puppet region of Austria-Hungary by giving them Galicia-Lodomeria. So if you do that, but also manage to annex Hungary and Bohemia during the negotiations (and thus allow yourself to form the Danubian Federation), then it'd make sense for them to get cores there, no?

What you have exactly to do that Romania join D.F. in 1941?

@ Krankovich: Ukraine and Serbia weren't part of the Empire, but Austro-Hungarian satellites, just as Lithuania or White Ruthenia is to Germany.

I think there would be quite some resistance in countries like Romania, Serbia and Bulgaria about integration with the Danube Federation. Nationalism is the defining factor in Serbia and Romania, while Bulgaria might see itself as the one and only great power in the Balkans.

You can't right now and, in my opinion, given my intimate knowledge of the people in question, you shouldn't. the Balkans weren't called the powder-cake of Europe for nothing. All the countries are very much aware of their nationality and have been wronged by the others at some point or another. The idea that Romania, in any shape or form, would join the Danube Federation, especially if it's controlled by the Austrians and especially if it has a Hungarian prime minister is a bit far-fetched. You can do it, if you want to, but only in extreme circumstances and I don't think it should be added as a feasible event for KR. If you want to, though, just add the cores manually, or write your own event. My post meant to expand on the idea that only a civil war in Romania, with DF intervention is the only way that it could possibly, realistically work. The civil war is already scripted, and you can modify it to your liking, if you want, so that you get the cores, but it's iffy.
