Mostly a CK II player (which might explain why I place cemeteries next to all the elementary schools) and so I only play CS when I am looking for a change of pace so I dont have a lot of hours on the game and am not hugely proficient at the game (although I am learning and really starting to get into it)

With that being said, I am really having a hard time with dams, especially near the borders of zones. Ive make plenty of mistakes with dams allowing water to flow around through shallower channels, but that is not the case here. I have a dam in a narrow canyon and with good elevation change. The water has backed up but will not go over the dam. It is not flowing around bypassing the dam either. Ive had problems with dams near zone borders before, although I cant guarantee i knew what I was doing then, but it does seem like a consistent problem near zone borders.

So I was just wondering, is this a known issue or is there a chance that I REALLY dont know what i am doing?

It's possible the water spawn spot is right below your dam. Have you tried building it a little farther downriver?

not likely as the riverbed becomes visible and the water drains. (unless those mechanics are something other than what I assume them to be, but the river dries out.) the water behind the dam backed up, but never through the dam, and I can not find an alternate route for it to flow.
I had forgot to mention; I have given the reservoir a lot of time to fill. I went from a surplus of over 1 million and a population of nearly 17k, and by the time i wrote this I am down to about 20k money and about 500 population. (probably doesnt give a very good idea of how long, but its all i got)

How about moving your water pumps to behind the dam, and having your sewage plants on the other side?

was that a depression on a map? that sounds awesome.

and i tried the sewer solution on my map and it didnt help. just had to scrap it all and start over.

Just so you know, water generators in C:S don't generate a fixed amout of water, they also have a "target water level", so to speak. If the water level is below it, water is generated, if they are the same, it stops, which is most likely what's happening here.

TL;DR: Your dam is higher than what the water source is set to generate.

The water spawners not only fill with water, but they also drain the water to keep it level.

Raise the water spawner height.
