People are complaining on the general DD page about US AI island stacking (i.e. 100s of DIVs on Eniwetok). Does DAIM solve this problem, and create an AI which is actually interested in defeating Japan?

The problem is solved partly at least, with DAIM these stacks usually develop much slower and thus reach lower totals as well. And I've seen DAIM USA occupy Japan often, when Japan is weak enough it is almost a given.
