You can easily fix that yourself. Just enter the EU:Rome/history/provinces cache, and find your way to the provinces owned by Dacia. Then just modify the civilization values to 50 or uppwards.

Does Dacia have a tribal gov't? If it does the same "outside influences" event which allows the Celts to expand in 1.2 will do the same for it - if not, it can easily be added, and this would give it a more realistic possible expansion rate than simple upping the province civ_values.

So it does has a tribal government, and if you just wait a bit (as long as your game is patched to v1.2) an event will fire allowing you to raise the civ level of your capital - after 10-20 years or so you should be able to colonize, and then you're off and running. All it takes is a little patience.
