Playing as Germany in the 1936 scenerio (vanilla HOI2), I chose to partition czheckoslovakia with Hungary thinking that this would cause them to automaticaly join the axis. This didn't happen. Should it have? They are resisting my overtures for an alliance as is Romania. I have defeated Poland and France. Any advice?

Partitioning CZE with Hungary won't necesseraly bring her under Axis flag, it just makes relations better and give them a slightly bigger chance of serving as a semi-decent ally later on. You'll have to invite them thru Diplomacy or edit your event files.

Now, I wouldn't say that. They usually pop quite a lot of infantry on the lines if you do decide to make them stronger. Ofcourse they can't be compared to e.g. Czechoslovakia if you manage to win them to the Axis.
