Is there a way to cut down on the number of Chinese irregular troops? I'm playing a game and it crashed to a crawl because of the 1400 chinese units
walking around fighting England. This is a huge pain in the B-hind. How do you do this in teh save game file?

I don't think it is a good idea to fight directly against large nations.I'd rather like to occupy its capital and sign peace treaty with some benefits.
Each mob division has a home province. If that province is captured, that division cannot deploy. Many smaller countries have most if not all of their mob pool's home provinces as their capital city, so if you take it, they can't deploy those divisions, but as you pointed out, if the divisions have home provinces other than the capital, they'll be able to deploy.
you can modify the number of the military units in china.ai which is in folder of ai.

desired_army_size = -1
-1 means no limits. you can put any figure as you wish.

The only problem is that it doesn't work. I prefer to nerf china's income like so:

tariff_eff = 0.1
in china's inc file.
That way china makes 400 in tariffs instead of 4000.
That's tweaked for the VIP economy though, a vanilla player might want to load up as china and see how it does.
Honestly since v1.03 AI China plays out fairly well.
Yes, they have 400 IRR Divs...but so what? It makes them slightly harder to conquer, while, being Irregulars, means it is not so easy to use them to conquer someone else, especially for the AI.

The point is, those units play havoc with the CPU cycles when China goes to war with someone.
It will noticably slow down the flow of time on anything but the fastest hardware available to date. It's the same kind of noticable delay when you take an EU2 multi player save game (around 1800 or so) with a worldwide total war raging, and firing it up as a single player scenario. All those individual units require a considerable amount of CPU cycles to do their AI decision maiking.

Well perhaps if you are having such a serious performance issue, add the cap mentioned earlier to building units for China (and the UK), but you probably want to beef up irregulars a bit then too.
