Custom Portrait Frame

Hi,

I have been working on a personal mod, and wanted to try out custom frames for the custom government type. The only thing I know is how to edit the colours of the frame and actually have custom ones. What I wanted to do was make a custom black dragon frame which blends in the game. If anyone can show me the light and help me out I would greatly appreciate it.
