What if I want to change my title midgame? Peter the Great changed his from Tsar to Emperor when he decided to make Russia more western-friendly and Khrishev changed General Secretary to First Secretary after he rose to power.
Already covered. The game has "advanced government" types where starting governments can evolve into better ones with different titles. Again, you can mod this in.

Also, Tsar (Caesar) is the Slavic equivalent of emperor. The Russians started using emperor in diplomacy because the Roman Catholics refused to translate Tsar as emperor themselves. The Catholics were playing games with the translation because as far as they were concerned you can only be an emperor of Roman flavour if you've been crowned by the Pope. I would say the opposite of your claim is true. The Russians started using emperor in diplomacy to spite westerners who had slightly insulted them.

How is it covered? USSR didnt change when Khrushev and Brezhnev were changing their titles, it was the same goverment form. Also Russians didn't use the title just in diplomacy, they changed it for internal use too.

It's covered because the government potentials are only limited by your imagination. You could script two governments with the same localized names, same icons, and have different titles.
What if I play mostly multiplayer with people who dont want to use any extra mods, but also want to be able to change their ruler titles?

What if I want to play with people who have a terrible space phobia but hate mods? Gasp! Paradox, please add a toggle that removes space from the game!!

Really now. You can come up with all kinds of eye-rolling scenarios here if you want to. We're still talking about an cosmetic problem you have that's not actually related to the game play. If you're playing with people who hate mods, I guess they don't want you to change titles on the fly, or at the very least they don't take you seriously enough to indulge you and use a mod.

The fact remains that adding in new government types with any title you want is a very simple change. You want to make it difficult though, so I guess you'll just be really unhappy while playing it. Not me though. I'll be quite content.

I cant see the problem, if people want to change ruler titles let them, they are not being forced to do so, secondly RP is an important part of the game, I mean using the reasoning you just said why should we be able to change planet names, ruler names etc, it can all be done with a simple mod, frankly you're argument makes no sense.

Imagine people trying to organize a mp game with 32 people and combining a mod so that every one will be happy with their title, and what if someone decides he wants another title midgame? We make a new mod and hope that the game will remain stable? And every session will require a new mod? Now imagine that there are 60+ government forms for every player to pick from, it will be confusing at least, maybe even unplayable.

You make no sense. That is exactly the reason we want the title to be customizable, so that we don't need to mod the game to get different titles, we can already customize planet names, leader, sector names, without needing to mod the game, why should we need to mod it for titles alone.
