Not that hard, no, but since wer'e so close to release it makes more sense for something like this to be included in a patch after some (probably needed) bugfixing. We see the actual government form anyway and I believe that devs didn't implement it for the same reason empire names and leader names were customizable before.I'll be interested to hear what any devs have to say on this... Why did they not choose to implement custom titles from the beginning? I would hazard a guess that it's for a gameplay reason? Maybe it's harder to see what a government is with custom titles:
"oh look Piggily ploompotmous of the squillyquilly qualilyanity..." doesn't exactly give you an idea of what type of empire they are and whether they're an advanced one...
I don't know... I think it would be good if it is default but you can double click on it to change it (like province names in EUIV)

Obviously the majority of the user base is going to opt for customization since it only adds options to the already existing static titles.
Because you'll be able to mod in your own government types with their own titles anyway. It's really a non-issue, IMO.why would 415 vote for static titles?
What if I want to change my title midgame? Peter the Great changed his from Tsar to Emperor when he decided to make Russia more western-friendly and Khrushev changed General Secretary to First Secretary after he rose to power.Because you'll be able to mod in your own government types with their own titles anyway.
