If it's not ironman, you can start with the custom nation, save the game and edit the game file to add:
may_perform_slave_raid = yes

Have you tried this?

I've been trying to mod in slave raiding to the custom nation designer, but this doesn't work. I've tried several references to the idea, but none of them seem to activate the raiding function itself, including may_perform_slave_raid.

Yea, someone in the mod forum mentioned that modifier style ideas (yes/no), don't work in the nation designer, or in the custom ideas files. And because custom nations reference the custom ideas files in the savegame file, you can't edit it to have the idea.

So the only possible solution is to go back to the old school way of making nations, essentially modding in a brand new nation to the game.
