Allow certain diplomacy selections, limited to pepole who have a boarder with, maybe if that is a need, such as "historical friend" or even start with alliance or vassal etc.
I wanted kind of to create a Ukraine and have a few vassal states out of the ruthenian poland and ruthenian hungary etc, and that is what made me think of this idea.
It could be another tab in the creation process maybe... of course cost points, i'm sure.
