Custom map random development limit?

Hello everyone,

I was experimenting a bit with custom nations, particularly the custom (empty) map with random development. The option looks quite cool to me, however, the spread of the development seems a bit harsh. A lot of 1-1-1 provinces coupled with some 5-12-12 provinces, but not too many around the average of say 8-10 dev. Would there be any way to change this in the game or would a mod be required, or does a mod like this exist already? Thanks in advance!

Yep, I agree. I'm interested in having random countries and random development over the world to make every game a completely new and dynamic experience. Though as you said, the contrast between the far too many 1/1/1 provinces and the more developed provinces is too strong. Would be nice to have a nice and uniform mix of low (3-8) and some medium (9-15) developed provinces with a few hotspots here and there with a high (20+) development. Have you found any solution yet?
